VILLAGE OF MURRAY, NEBRASKA

The Murray, Nebraska Board of Trustees met in regular session on Tuesday, September 9, 2014, at 7:00 pm in the Murray Municipal Building.  Present:  Trustees: Bill Johnson, Debbie Newhouse, George Blessing, Mike Gillott, Stan Flak; Absent: Mike Gillott; Village Clerk Eileen Murdoch; attending: guests. 
 
Notice of the meeting was given in advance thereof by posting in (3) three public places as shown by the certificate attached to these minutes.  Notice of the meeting was simultaneously given to the Chairman and all members of the Board of Trustees.  Their acknowledgement of receipt of notice and agenda is attached to these minutes.  All proceedings thereafter were taken while the convened meeting was open to the attendance of the public. 
 
Chairman Johnson called the meeting to order at 7:00 PM and informed the audience of the location of the open meetings act poster. 
 
Motion by Blessing, seconded by Gillott to approve the minutes of the August 12,, 2014, regular meeting; ayes: Johnson, Newhouse, Blessing, Gillott, Flak; motion carried. 
 
Motion by Blessing, seconded by Newhouse to acknowledge receipt of the Treasurer’s report; ayes: Johnson, Newhouse, Blessing, Gillott, Flak; motion carried.
 
Motion by Newhouse, seconded by Blessing to approve claims as revised; ayes:  Johnson, Newhouse, Blessing, Gillott, Flak; motion carried.

Motion by Blessing, seconded by Newhouse to open the 2014-2015 Budget Hearing at 7:15 PM; ayes:  Johnson, Newhouse, Blessing, Gillott, Flak; motion carried.   
 
Motion by Blessing, seconded by Gillott to close the budget hearing at 7:17 PM; ayes:  Johnson, Newhouse, Blessing, Gillott, Flak; motion carried. 
 
Chairman Johnson introduced and read by title Ordinance #546 AN ORDINANCE ADOPTED BY THE VILLAGE OF MURRAY, CASS COUNTY, NEBRASKA TO ADOPT THE BUDGET STATEMENT TO BE TERMED THE ANNUAL APPROPRIATION BILL; TO APPROPRIATE SUMS FOR NECESSARY EXPENSES AND LIABILITIES; TO PROVIDE FOR AN EFFECTIVE DATE.   
 
Motion by Newhouse, seconded by Flak to suspend the three required statutory readings of Ordinance #546; ayes:  Johnson, Newhouse, Blessing, Gillott, Flak; motion carried.  Motion by Newhouse, seconded by Blessing to adopt, post and publish in pamphlet form Ordinance #546; ayes:  Johnson, Newhouse, Blessing, Gillott, Flak; motion carried. 
 
Motion by Blessing, seconded by Newhouse to open the levy hearing at 7:18 PM, ayes:  Johnson, Newhouse, Blessing, Gillott, Flak; motion carried.   
 
Motion by Newhouse, seconded by Blessing to close the levy hearing at 7:19 PM; ayes:  Johnson, Newhouse, Blessing, Gillott, Flak; motion carried.   
 
Motion by Blessing, seconded by Gillott to approve the 1% restricted fund increase allowed by state law; ayes: Johnson, Newhouse, Blessing, Gillott, Flak; motion carried.   
 
Motion by Newhouse seconded by Blessing to adopt Resolution 14-02 Setting the Levy, ayes:  Johnson, Newhouse, Blessing, Gillott, Flak; motion carried.

Review proposed Ordinance for Murray burn site.  Chairman Johnson introduced Ordinance #547 AN ORDINANCE AMENDING CHAPTER 91,TITLE IX OF THE CODE OF ORDINANCES OF THE VILLAGE OF MURRAY , NEBRASKA BY ADDING A NEW SECTION 91.04, ENTITLED “COMMUNITY BURN PILE REGULATED”; TO PROVIDE PENALTIES FOR THE VIOLATIONS THEREOF; TO PROVIDE FOR THE REPEAL OF CONFLICTING ORDINANCES OR SECTIONS; AND TO PROVIDE FOR AN EFFECTIVE DATE.   
 
Motion by Blessing, seconded by Newhouse to suspend the required three readings of Ordinance #547; ayes: Johnson, Newhouse, Blessing, Gillott, Flak; motion carried.

Larm renewal; discuss options.  Motion by Blessing, seconded by Flak to adopt Resolution 14-03 LARM Renewal for 2014-2015 for 2 year commitment and 180 day notice; ayes:  Johnson, Newhouse, Blessing, Gillott, Flak; motion carried. 
 
Approve lien for 110 N. Park Ave. for unpaid utilities in the amount of $247.10.  Motion by Newhouse, seconded by Gillott to approve lien for $247.10 for 110 N. Park Ave.; ayes:  Johnson, Newhouse, Blessing, Gillott, Flak; motion carried. 
 
Appoint Emergency Manager Coordinator/Contact.  Motion by Blessing, seconded by Newhouse to appoint Eileen Murdoch as the emergency manager/coordinator; ayes:  Johnson, Newhouse, Blessing, Gillott, Flak; motion carried. 
 
Motion by Newhouse, seconded by Flak to adjourn the meeting at 8:38 PM; ayes:  Johnson, Newhouse, Blessing, Gillott, Flak; motion carried.
