The Murray, Nebraska Board of Trustees met in regular session on Tuesday, September 8, 2015, at 7:00 pm in the Murray Municipal Building. Present: Trustees: Bill Johnson, George Blessing, Stan Flak, Mike Gillott; Absent: Debbie Newhouse; Village Clerk Eileen Murdoch; attending: guests.

Notice of the meeting was given in advance thereof by posting in (3) three public places as shown by the certificate attached to these minutes. Notice of the meeting was simultaneously given to the Chairman and all members of the Board of Trustees. Their acknowledgement of receipt of notice and agenda is attached to these minutes. All proceedings thereafter were taken while the convened meeting was open to the attendance of the public.

Chairman Johnson called the meeting to order at 7:00 PM and informed the audience of the location of the open meetings act poster.

Motion by Blessing, seconded by Flak to approve the minutes of the August 11, 2015, regular meeting; ayes: Johnson, Blessing, Gillott, Flak; Absent: Newhouse, motion carried.

Motion by Flak, seconded by Blessing to acknowledge receipt of the Treasurer's report; ayes: Johnson, Blessing, Gillott, Flak; Absent: Newhouse, motion carried.

Motion by Blessing, seconded by Flak to approve claims as revised; ayes: Johnson, Blessing, Flak; Absent: Newhouse, motion carried.

Maintenance Report.

Motion by Blessing, seconded by Gillott to open the 2015-2016 Budget Hearing at 7:11 PM; ayes: Johnson, Blessing, Gillott, Flak; Absent: Newhouse, motion carried. Motion by Flak, seconded by Blessing to close the budget hearing at 7:26 PM; ayes: Johnson, Blessing, Gillott, Flak; Absent: Newhouse, motion carried.

Chairman Johnson introduced and read by title Ordinance #557 AN ORDINANCE ADOPTED BY THE VILLAGE OF MURRAY, CASS COUNTY, NEBRASKA TO ADOPT THE BUDGET STATEMENT TO BE TERMED THE ANNUAL APPROPRIATION BILL; TO APPROPRIATE SUMS FOR NECESSARY EXPENSES AND LIABILITIES; TO PROVIDE FOR AN EFFECTIVE DATE. Motion by Flak, seconded by Blessing to suspend the three required statutory readings of Ordinance #557; ayes: Johnson, Blessing, Gillott, Flak; Absent: Newhouse, motion carried. Motion by Gillott, seconded by Blessing to adopt, post and publish in pamphlet form Ordinance #557; ayes: Johnson, Blessing, Gillott, Flak; Absent: Newhouse, motion carried.

Motion by Blessing, seconded by Gillott to open the levy hearing at 7:27 PM, ayes: Johnson, Blessing, Gillott, Flak; Absent: Newhouse, motion carried. Motion by Blessing, seconded by Gillott to close the levy hearing at 7:28 PM; ayes: Johnson, Blessing, Gillott, Flak; Absent: Newhouse, motion carried. Motion by Blessing, seconded by Gillott to approve the 1% restricted fund increase allowed by state law; ayes: Johnson, Blessing, Gillott, Flak; Absent: Newhouse, motion carried. Motion by Blessing seconded by Gillott to adopt Resolution 15-04 Setting the Levy, ayes: Johnson, Blessing, Gillott, Flak; Absent: Newhouse, motion carried. Motion by Blessing, seconded by Flak to earmark funds for a future storage/maintenance building; ayes: Johnson, Blessing, Gillott, Flak; absent: Newhouse, motion carried.

Dan Hill, building permit for house, Lot 6 Lindean Estates. Motion by Flak, seconded by Blessing to approve the building permit for Dan Hill, ayes: Johnson, Blessing, Gillott, Flak; Absent: Newhouse, motion carried.

Approve annual membership in SENDD. Motion by Blessing, seconded by Gillott to approve annual membership in SENDD, dues of $394, housing dues $139; ayes: Johnson, Blessing, Gillott, Flak; Absent: Newhouse, motion carried.

Approve lien, Berner Real Estate, 403 N. Davis Ave. for $117.45. Motion by Blessing, seconded by Gillott to approve the lien on 403 N. Davis for $117.45; ayes: Johnson, Blessing, Gillott, Flak; Absent: Newhouse, motion carried.

Motion by Blessing, seconded by Flak to adjourn the meeting at 7:52 PM; ayes: Johnson, Blessing, Gillott, Flak: Absent: Newhouse, motion carried.

I, the undersigned Village Clerk of the Village of Murray, Nebraska, hereby certify that the foregoing is a true and correct copy of proceedings had and done by the Chairperson and the Board of Trustees of the Village of Murray to the best of my knowledge; that the agenda was kept continually current and available for public inspection at the office of the Village Clerk; that the minutes were in written form and available for public inspection within (10) working days and prior to the next convened meeting of said body; the minutes are published in summary form, upon request a complete copy is available at the Village Office.
