The Murray, Nebraska Board of Trustees met in regular session on Tuesday, February 14, 2017, at 7:00 pm in the Murray Municipal Building. Present: Trustees: Mike Gillott, Brian Coffman, Stan Flak, George Blessing, Alan Miller; Village Clerk Eileen Murdoch; attending: guests.
Notice of the meeting was given in advance thereof by posting in (3) three public places as shown by the certificate attached to these minutes. Notice of the meeting was simultaneously given to the Chairman and all members of the Board of Trustees. Their acknowledgement of receipt of notice and agenda is attached to these minutes. All proceedings thereafter were taken while the convened meeting was open to the attendance of the public.
Chairman Gillott called the meeting to order at 7:00 PM and informed the audience of the location of the open meetings act poster.
Motion by Blessing, seconded by Coffman to approve the minutes of the January 10, 2017 regular meeting and the January 14, 2017 special meeting; ayes: Gillott, Coffman, Flak, Blessing, Miller; motion carried.
Motion by Blessing, seconded by Flak to acknowledge receipt of the Treasurer’s report; ayes: Gillott, Coffman, Flak, Blessing, Miller; motion carried.
Motion by Flak, seconded by Blessing to approve claims as revised; ayes: Gillott, Coffman, Flak, Blessing, Miller; motion carried.
Maintenance Report.
Motion by Miller, seconded by Flak to open the hearing for the one to six year street hearing; ayes: Gillott, Coffman, Flak, Blessing, Miller, motion carried. Motion by Flak, seconded by Blessing to close the hearing at 7:24 PM; ayes: Gillott, Coffman, Flak, Blessing, Miller, motion carried.
Motion by Blessing, seconded by Miller to adopt Resolution 17-01, adopting the 1-6 year Street Plan; ayes: Gillott, Coffman, Flak, Blessing, Miller, motion carried.
Motion by Miller, seconded by Coffman to open the nuisance hearing on 401 Mary Jane Lane; ayes: Gillott, Coffman, Flak, Blessing, Miller, motion carried. Motion by Blessing, seconded by Miller to close the hearing at 7:31 PM, ayes: Gillott, Coffman, Flak, Blessing, Miller, motion carried.
Sue Krogman, Nebraska Emergency Management, request permission to install two (2) 2.6 foot dishes on Murray water tower.
Duane Murdoch, Cass County Commissioner, discuss Cass County Road Shop building at 616 E. Main Street; zoning issues.
Discuss possible increase to sewer fees.
Review and discuss refinance of the State Revolving Fund Loan.
Discuss increase in cubic foot water rates for Conestoga School.
Executive Session to discuss personnel matters. Motion by Miller, seconded by Coffman to enter executive session at 8:29 PM; ayes: Gillott, Coffman, Flak, Blessing, Miller, motion carried. Motion by Blessing, seconded by Flak to exit executive session at 9:10 PM; ayes: Gillott, Coffman, Flak, Blessing, Miller, motion carried.

Review Beaver Lake sewer flows; overage charge. Approve payment of $6,129.08. Motion by Coffman, seconded byFlak to approve payment of $6,129.08 to Beaver Lake for sewer overage; ayes: Gillott, Coffman, Flak, Blessing, Miller, motion carried.
Motion by Blessing, seconded by Miller to pay the overage from the HIFI account; ayes: Gillott, Coffman, Flak, Blessing, Miller, motion carried
Discuss cleaning up fenced in area by brush dump; order dumpster.
Discuss Latta and Campbell drainage project; repair of current infrastructure, tabling of project.
Discuss Village equipment and tool inventory.
Discuss and develop Village snow removal plan.

Declaration of Health Hazard/Nuisance, 401 W. Mary Jane Lane. Motion by Flak, seconded by Blessing to declare 401 W. Mary Jane Lane a health hazard and nuisance; ayes: Johnson, Blessing, Gillott, Flak, Miller; motion carried.
Review and discuss insured village property; revise as necessary.
Review/discuss proposal to continue Murray Alerts System. Motion by Flak, seconded by Blessing to let the Alerts contract expire; ayes: Johnson, Blessing, Gillott, Flak, Miller, motion carried.
Discuss disposition or disposal of unused/old Christmas decorations.
Pro- Tem Flak called the reorganization of the board to order at 7:25 PM. Flak said first is the Oath of Office for Trustee Blessing and Trustee Coffman. Oath was read by Blessing and Coffman simultaneously. Pro-tem Flak then moved to the first order of business at 7:30 PM, Trustee Miller nominated Mike Gillott for Chairman; Flak nominated George Blessing, Aye votes for Gillott: Gillott, Miller, Coffman; Aye votes for Blessing: Blessing, Flak; Gillott is new Board Chairman. Pro-tem Flak opened the nominations for Pro-Tem, Gillott nominated Coffman; Blessing nominated Flak. Aye votes for Coffman: Gillott, Miller, Coffman; Aye votes for Flak: Flak, Blessing; Coffman is the new board Pro-tem.
Motion by Miller, seconded by Flak for the following appointments for 2017, Larry Morton, attorney; Eileen Murdoch, clerk/treasurer; JEO, Village Engineer; Street Superintendent – Steven Parr of JEO; Open - animal control officer; ayes: Blessing, Gillott, Flak, Miller, Coffman; motion carried. Motion by Blessing, seconded by Gillott, for the following commissioner appointments: Brian Coffman, Water Commissioner; Alan Miller, Street Commissioner; George Blessing, Sewer Commissioner, Stan Flak, Park Commissioner; ayes: Blessing, Gillott, Flak, Miller, Coffman; motion carried. There was discussion on the Board of Health and the Emergency Management Coordinator. Motion by Blessing, seconded by Miller to appoint Eileen Murdoch, Emergency Management Coordinator/Contact; Board of Health: Cass Co. Sheriff, Mike Gillott, Physician position open; motion carried.
Motion by Blessing, seconded by Miller to adjourn the meeting at 7:43 PM; ayes: Blessing, Gillott, Flak, Miller, Coffman, motion carried.

Trustee Blessing entered the meeting at 7:16 PM.
