VILLAGE OF MURRAY, NEBRASKA

      August 9, 2011 

      The Murray, Nebraska Board of Trustees met in regular session on Tuesday, August 9, 2011 at 7:00 pm in the Murray Municipal Building.  Present:  Trustees: Bill Johnson, Debbie Newhouse, Mike Gillott, George Blessing Absent:  Shelley Lesac; Village Clerk Eileen Murdoch; attending: guests.

      Notice of the meeting was given in advance thereof by posting in (3) three public places as shown by the certificate attached to these minutes.  Notice of the meeting was simultaneously given to the Chairperson and all members of the Board of Trustees.  Their acknowledgement of receipt of notice and agenda is attached to these minutes.  All proceedings thereafter were taken while the convened meeting was open to the attendance of the public.

      Pro-tem Johnson called the meeting to order at 7:00 PM and informed the audience of the location of the open meetings act poster.

      Motion by Blessing, seconded by Newhouse to approve the minutes of the July 12, 2011 regular meeting; ayes:  Johnson, Newhouse, Blessing, Gillott; Absent:  Lesac, motion carried.

      Motion by Newhouse, seconded by Blessing to acknowledge receipt of the Treasurer’s report; ayes: Johnson, Newhouse, Blessing, Gillott; Absent:  Lesac, motion carried.

      Motion by Newhouse seconded by Blessing to approve claims as revised; ayes:  Johnson, Newhouse, Blessing, Gillott; Absent:  Lesac, motion carried.

      Maintenance Report.  Parks. Water. Streets. Sewer.

      Discuss monitoring burn pile site due to abuses. Pro-tem Johnson and Trustee Newhouse said the best solution for now is to lock it up and open it only on Saturdays.  Johnson said just lock it and put a sign up for now and have it open on Saturday’s from 8-12.

      Discuss possible change in the frequency of Planning Commission meetings.  Motion by Blessing, seconded by Newhouse to change the frequency of the Planning Commission meetings from monthly to quarterly; ayes:  Johnson, Newhouse, Blessing, Gillott; Absent:  Lesac, motion carried.

      Update on building inspections.  Attorney Morten was absent, he was to provide more information, will carry over to September meeting.

      Motion by Blessing, seconded by Newhouse to adjourn the meeting at 7:47 PM; ayes:  Johnson, Newhouse, Blessing, Gillott; Absent: Lesac; motion carried.

      Motion by Newhouse, seconded by Blessing to acknowledge receipt of the Treasurer’s report and the minutes from the June 28, 2011 Planning Commission special meeting; ayes: Johnson, Newhouse, Blessing, Gillott; Absent:  Lesac, motion carried.

      Motion by Newhouse seconded by Gillott to approve claims as revised; ayes:  Johnson, Newhouse, Blessing, Gillott; Absent:  Lesac, motion carried.

      Maintenance Report

      Request to block off E. Young St. at Park St. and Latta St. for Bickett auction at 117 E. Young Street on July 23, 2011.  Motion by Blessing, seconded by Newhouse to approve blocking off Young St. at Park and Latta for the auction; ayes:  Johnson, Newhouse, Blessing, Gillott; Absent:  Lesac, motion carried.

      Discuss east meter pit move by Cass County Rural Water District, size of meter, affect on water pressure. 

      Update on building inspections; contracting for a village building inspector. 

      Motion by Blessing, seconded by Newhouse to adjourn the meeting at 7:19 PM; ayes:  Johnson, Newhouse, Blessing, Gillott, Lesac; motion carried.

      Motion by Johnson seconded by Newhouse to approve the utility liens on 400 W. Mary Jane Lane in the amount of $199.90 and 122 E. Main Street in the amount of $116.15; ayes:  Johnson, Newhouse, Blessing, Gillott, Lesac, motion carried.

      Approve/review Kerns Excavating invoice for $725.00 for work on Schlichtemeier sewer.  Motion by Newhouse, seconded by Johnson to pay the invoice from Kerns for $725.00; ayes:  Johnson, Newhouse, Blessing, Gillott, Lesac, motion carried.

      Review/address flood preparedness. 

      Discuss possible ordinance for yard swimming pool requirements. 

      Update on building inspections; contracting for a village building inspector.

      Update on vacant building ordinance.

      Chairperson Lesac introduced and read by title Ordinance #518 AN ORDINANCE ADOPTED BY THE VILLAGE OF MURRAY, CASS COUNTY, NEBRASKA - An Ordinance relating to dogs, to require licensing and tags; to require payment of tax and fee; to harmonize with state law; to repeal conflicting ordinances and sections; and to provide an effective date. Trustee Johnson motioned seconded by Trustee Newhouse to suspend the three required statutory readings of Ordinance #518; ayes:  Johnson, Newhouse, Blessing, Gillott, Lesac; motion carried.  Motion by Newhouse, seconded by Blessing to adopt, post and publish in pamphlet form Ordinance #518; ayes:  Johnson, Newhouse, Blessing, Gillott, Lesac; motion carried.
