Board Minutes - October 9, 2012
VILLAGE OF MURRAY, NEBRASKA
October 9, 2012
The Murray, Nebraska Board of Trustees met in regular session on Tuesday, October 9, 2012 at 7:00 pm in the Murray Municipal Building. Present: Trustees: Bill Johnson, Mike Gillott, Shelley Lesac; Absent: George Blessing, Debbie Newhouse; Village Clerk Eileen Murdoch; attending: guests.
Notice of the meeting was given in advance thereof by posting in (3) three public places as shown by the certificate attached to these minutes. Notice of the meeting was simultaneously given to the Chairperson and all members of the Board of Trustees. Their acknowledgement of receipt of notice and agenda is attached to these minutes. All proceedings thereafter were taken while the convened meeting was open to the attendance of the public.
Chairperson Lesac called the meeting to order at 7:00 PM and informed the audience of the location of the open meetings act poster
Trustee Blessing entered the meeting at 7:02 PM.
Motion by Johnson seconded by Gillott to approve the minutes of the September 11, 2012, regular meeting; ayes: Johnson, Blessing, Gillott, Lesac; Absent: Newhouse, motion carried.
Motion by Johnson, seconded by Gillott to acknowledge receipt of the Treasurer’s report; ayes: Johnson, Blessing, Gillott, Lesac; Absent: Newhouse, motion carried.
Motion by Johnson, seconded by Gillott to approve claims as revised; ayes: Johnson, Blessing, Gillott, Lesac; Absent: Newhouse, motion carried.
Maintenance Report
Motion by Johnson, seconded by Gillott to open the hearing for the liquor license for the Murray Homestead Café; ayes: Johnson, Blessing, Gillott, Lesac; Absent: Newhouse, motion carried.
Trustee Newhouse entered the meeting at 7:05 PM.
Motion by Johnson, seconded by Gillott to close the hearing at 7:06 PM; ayes: Johnson, Newhouse, Blessing, Gillott, Lesac; motion carried.
Motion by Johnson, seconded by Blessing to approve the liquor license for the Murray Homestead Café; ayes: Johnson, Newhouse, Blessing, Gillott, Lesac; motion carried.
Review Special Use Permit, All American Recycling. Motion by Blessing, seconded by Johnson to extend the Special Use Permit for All American Recycling for 60 days, and to be reviewed again at that time, ayes: Johnson, Newhouse, Blessing, Gillott, Lesac; motion carried.
Steven Parr, JEO, review 1-6 year street plan.
Fred Erikson, install temporary wire for radio club activity the last week in November through the December 3. Motion by Blessing, seconded by Newhouse to allow Erikson to string the temporary wire from Murray water tower; ayes: Johnson, Newhouse, Blessing, Gillott, Lesac; motion carried.
Review meter reading handheld pricing. Motion by Newhouse, seconded by Blessing to purchase the new handheld and gun for meter reading; ayes: Johnson, Newhouse, Blessing, Gillott, Lesac; motion carried.
LARM Participation Discount, adopt Resolution 12-07. Motion by Newhouse, seconded by Blessing to adopt Resolution 12-07 Renewal Resolution with LARM for the two year commitment and 4% discount; ayes: Johnson, Newhouse, Blessing, Gillott, Lesac; motion carried.
Motion by Johnson, seconded by Blessing to adjourn the meeting at7:31 PM; ayes: Johnson, Newhouse, Blessing, Gillott, Lesac; motion carried.

Hilda Resso, approve use of Young Memorial Park for 4th of July, 2013 celebration on July 6th, 2013. Motion by Newhouse, seconded by Johnson to approve use of Young Park for the July 4th, 2013, 4th of July celebration on July 6th, 2013; ayes: Johnson, Newhouse, Blessing, Gillott, Lesac; motion carried.
Motion by Blessing, seconded by Johnson to open the 2012-2013 Budget Hearing at 7:10 PM; ayes: Johnson, Newhouse, Blessing, Gillott, Lesac, motion carried. Motion by Johnson, seconded by Newhouse to close the budget hearing at 7:13 PM; ayes: Johnson, Newhouse, Blessing, Gillott, Lesac; motion carried.
Chairperson Lesac introduced and read by title Ordinance #529 AN ORDINANCE ADOPTED BY THE VILLAGE OF MURRAY, CASS COUNTY, NEBRASKA TO ADOPT THE BUDGET STATEMENT TO BE TERMED THE ANNUAL APPROPRIATION BILL; TO APPROPRIATE SUMS FOR NECESSARY EXPENSES AND LIABILITIES; TO PROVIDE FOR AN EFFECTIVE DATE. Motion by Johnson, seconded by Newhouse to suspend the three required statutory readings of Ordinance #529; ayes: Johnson, Newhouse, Blessing, Gillott, Lesac; motion carried. Motion by Blessing, seconded by Johnson to adopt, post and publish in pamphlet form Ordinance #529; ayes: Johnson, Newhouse, Blessing, Gillott, Lesac; motion carried.
Motion by Johnson, seconded by Newhouse to open the levy hearing at 7:15 PM, ayes: Johnson, Newhouse, Blessing, Gillott, Lesac; motion carried. There was no discussion. Motion by Johnson, seconded by Newhouse to close the levy hearing at 7:15 PM; ayes: Johnson, Newhouse, Blessing, Gillott, Lesac; motion carried. Motion by Johnson, seconded by Blessing, to approve the 1% restricted fund increase allowed by state law; ayes: Johnson, Newhouse, Blessing, Gillott, Lesac; motion carried. Motion by Blessing seconded by Johnson to adopt Resolution 12-06 Setting the Levy, ayes: Johnson, Newhouse, Blessing, Gillott, Lesac; motion carried.
Approve homecoming banner and flags for Simpson, on or about September 29, 2012. Motion by Blessing, seconded by Johnson to approve the homecoming banner and flags for Judy Simpson; ayes: Johnson, Newhouse, Blessing, Gillott, Lesac; motion carried.
Motion by Johnson, seconded by Newhouse to approve liens for $268.00 for mowing at 106 E. Main Street and $72.10 for unpaid utilities at 121 E. Main St.; ayes: Johnson, Newhouse, Blessing, Gillott, Lesac; motion carried.
Discuss Planning Commission membership.
Motion by Blessing, seconded by Johnson to enter executive session at 7:31 PM; ayes: Johnson, Newhouse, Blessing, Gillott, Lesac, motion carried.

Motion by Johnson, seconded by Newhouse to have the salaries of Village of Murray employees to remain the same for the 2012-2013 fiscal year; ayes: Johnson, Newhouse, Blessing, Gillott, Lesac; motion carried.
