The Murray, Nebraska Board of Trustees met in regular session on Tuesday, August 12, 2014, at 7:00 pm in the Murray Municipal Building. Present: Trustees: Debbie Newhouse, Bill Johnson, George Blessing, Stan Flak; Absent: Mike Gillott; Village Clerk Eileen Murdoch; attending: guests.

Notice of the meeting was given in advance thereof by posting in (3) three public places as shown by the certificate attached to these minutes. Notice of the meeting was simultaneously given to the Chairman and all members of the Board of Trustees. Their acknowledgement of receipt of notice and agenda is attached to these minutes. All proceedings thereafter were taken while the convened meeting was open to the attendance of the public.

Chairman Johnson called the meeting to order at 7:00 PM and informed the audience of the location of the open meetings act poster.

Stanley Flak read the Oath of Office for Board Trustee.

Motion by Newhouse, seconded by Blessing to approve the minutes of the July 8, 2014, regular meeting; ayes: Johnson, Newhouse, Blessing, Flak; Absent: Gillott, motion carried.

Motion by Newhouse, seconded by Blessing to acknowledge receipt of the Treasurer's report; ayes: Johnson, Newhouse, Blessing, Flak; Absent: Gillott, motion carried.

Motion by Newhouse, seconded by Flak to approve claims as revised; ayes: Johnson, Newhouse, Blessing, Flak; Absent: Gillott, motion carried.

Maintenance Report.

Approve SENDD Annual membership dues. Trustee Flak asked if we had ever used SENDD for anything. Chairman Johnson said we did years ago, they help you work on projects for grants and things. Motion by Blessing, seconded by Flak to pay SENDD dues in the amount of $394, and $139 for housing; ayes: Johnson, Newhouse, Blessing, Flak; Absent: Gillott, motion carried.

Kyle Siedlik, Crouch Recreation, review plans. Siedlik was not in attendance.

Andy Harpenau, Project Harvest Cooperative compost opportunity. Motion by Blessing, seconded by Newhouse to approve the partnership with Project Harvest; ayes: Johnson, Newhouse, Blessing, Flak; Absent: Gillott, motion carried.

Jack Prall, 4th of July Committee/Celebration.

Review proposed Ordinance for Murray burn site. .

Review proposal for video options at the burn site.

Review new copier/printer/scanner proposal. Motion by Newhouse, seconded by Blessing to accept the proposal for a new copier; ayes: Johnson, Newhouse, Blessing, Flak; Absent: Gillott, motion carried.

Discuss possible appointment of Personnel Liaison.

Discuss/appoint Emergency Manager Coordinator/Contact.

Review applications for part-time maintenance; fill vacancy, set salary. Motion by Blessing seconded by Flak to hire Jerome Speck as part-time maintenance for a maximum of 40 hours a month at $11.50 per hour; ayes: Johnson, Blessing, Flak; Nays: Newhouse; Absent: Gillott.

Motion by Blessing, seconded by Johnson to adjourn the meeting at 8:52 PM; ayes: Johnson, Newhouse, Blessing, Flak; Absent: Gillott; motion carried.

Hearing on Lindean Estates, Lots 13R and 15R Final Replat. Motion by Newhouse seconded by Gillott to open the hearing on the Final Replat, Lots 13R and 15 R, Lindean Estates, ayes: Newhouse, Johnson, Gillott; Absent: Blessing, motion carried. There were no questions.

Trustee Blessing entered the meeting at 7:05 PM.

Motion by Newhouse, seconded by Gillott to close the hearing; ayes: Newhouse, Johnson, Blessing, Gillott; motion carried. Motion by Newhouse, seconded by Gillott to approve the Final plat of the Replat of Lots 13R and 15R, Lindean Estates; ayes: Newhouse, Johnson, Blessing, Gillott; motion carried.

Kyle Siedlik, Crouch Recreation, discuss two proposals for park improvements. Siedlik had a conflict and was not in attendance.

Project Harvest, composting opportunity.

Dawn Vlcek, requesting street dance and special designated liquor license for July 4th. Trustee Blessing asked Vlcek how this would affect the other restaurant. Motion by Blessing, seconded by Gillott to approve the street dance and special designated liquor license for Dawn Vlcek on July 4, 2014; ayes: Johnson, Blessing, Gillott; Absent: Newhouse, motion carried.

Review DEQ letter of warning; Project Harvest Cooperative compost opportunity.

Accept resignation of Shelley Lesac from Murray Board of Trustees. Motion by Blessing, seconded by Gillott to accept resignation of Shelley Lesac; ayes: Johnson, Blessing, Gillott; Absent: Newhouse, motion carried.

Discuss possible appointment of compliance officer. .

Discuss the possible appointment of a Personnel Liaison.

Discuss filling the part-time maintenance position. Motion by Gillott, seconded by Blessing to hire Jerome Speck back as part-time help pending approval of the village attorney and personnel manual review; ayes: Johnson, Blessing, Gillott; Absent: Newhouse, motion carried.

Marcus Colgrove, request to set up and operate a fireworks stand. Motion by Blessing, seconded by Newhouse to approve the set-up and operation of a fireworks stand; ayes: Johnson, Newhouse, Blessing, Gillott; Absent: Lesac, motion carried. Colgrove asked for suggestions on locations; there was some further discussion.  

Erika Olson, request to have chickens. Motion by Newhouse, seconded by Blessing to allow Erika Olsen to have up to ten chickens; ayes: Johnson, Newhouse, Blessing, Gillott; Absent: Lesac, motion carried.  

Approve Field Days, Plattsmouth Amateur Radio Club on June 28th and 29th. Motion by Newhouse, seconded by Gillott to approve the use of Young Park for the Plattsmouth Amateur Radio Club for their field days on June 28th and 29th; ayes: Johnson, Newhouse, Blessing, Gillott; Absent: Lesac, motion carried.  

Executive Session for personnel matters. Motion by Blessing seconded by Newhouse to enter executive session at 7:17 PM; ayes: Johnson, Newhouse, Blessing, Gillott; Absent: Lesac, motion carried.  

Motion by Blessing seconded by Newhouse to leave executive session at 7:39 PM; ayes: Johnson, Newhouse, Blessing, Gillott; Absent: Lesac, motion carried.
