The Murray, Nebraska Board of Trustees met in regular session on Tuesday, May 12, 2015, at 7:00 pm in the Murray Municipal Building. Present: Trustees: Bill Johnson, Stan Flak, George Blessing, Mike Gillott, Absent: Debbie Newhouse; Village Clerk Eileen Murdoch; attending: guests.
Notice of the meeting was given in advance thereof by posting in (3) three public places as shown by the certificate attached to these minutes. Notice of the meeting was simultaneously given to the Chairman and all members of the Board of Trustees. Their acknowledgement of receipt of notice and agenda is attached to these minutes. All proceedings thereafter were taken while the convened meeting was open to the attendance of the public.
Chairman Johnson called the meeting to order at 7:00 PM and informed the audience of the location of the open meetings act poster.
Motion by Blessing, seconded by Gillott to approve the minutes of the April 14, 2015, regular meeting and the April 23, 2015 Special meeting; ayes: Johnson, Blessing, Gillott, Flak; Absent: Newhouse, motion carried.
Motion by Flak, seconded by Blessing to acknowledge receipt of the Treasurer's report; ayes: Johnson, Blessing, Gillott, Flak; Absent: Newhouse, motion carried.
Motion by Blessing, seconded by Gillott to approve claims as revised; ayes: Johnson, Blessing, Gillott, Flak; Absent: Newhouse, motion carried.
Maintenance Report

Murray Freedom Festival; Jack and Sandy Prall, discuss events and activities.
Laura Speichert, request to have chickens. Motion by Blessing, seconded by Gillott to approve the keeping of chickens for the Speichert's to have up to ten hens; Ayes: Johnson, Blessing, Gillott, Flak; Absent: Newhouse, motion carried.
Dawn Vlcek, request for special designated liquor license for 4th of July beer garden. Motion by Blessing, seconded by Gillott, to approve the special designated liquor license; Ayes: Johnson, Blessing, Gillott, Flak; Absent: Newhouse, motion carried.
Discuss nuisance trailer houses on High Street and Davis Ave; Berner. Motion by Blessing seconded by Flak to start nuisance proceedings on the trailers; Ayes: Johnson, Blessing, Gillott, Flak; Absent: Newhouse.
Review bids for pick-up. Discuss.

Chairman Johnson introduced and read by title Ordinance #549 through #556 AN ORDINANCE ADOPTED BY THE VILLAGE OF MURRAY, CASS COUNTY, NEBRASKA #549 - Abandoned Automobiles; #550 – Petition Write-in; #551 – Elections; Filing Fee; #552 – Hours of Sale; #553 – Use of Tobacco by Minors; #554 – Levies Authorized; #555 – Credit Sales Prohibited; # 556 – Tobacco and Cigarettes; License to Sell; Issuance; Trustee Blessing motioned, seconded by Trustee Newhouse to suspend the three required statutory readings of Ordinance #549 through #556; ayes: Johnson, Newhouse, Blessing, Flak; Absent: Gillott, motion carried. Motion by Flak, seconded by Newhouse to adopt, post and publish in pamphlet form Ordinance #549 through #556; ayes: Johnson, Newhouse, Blessing, Flak; Absent: Gillott, motion carried.

John Harrington/Marie Gregoire, Murray Alerts proposal Motion by Newhouse, seconded by Flak to approve the Murray Alerts program for nine months and reevaluate the first of January; ayes: Johnson, Newhouse, Flak; nays: Blessing, Gillott, motion carried.
Mike Gillott, approve building permit for garage extension. Motion by Flak, seconded by Newhouse to approve the building permit for garage extension; ayes: Johnson, Newhouse, Blessing, Flak; Abstain: Gillott, motion carried.
Review county recycling partnership. Motion by Blessing seconded by Blessing to discontinue the Cass County trailer recycling; ayes: Johnson, Newhouse, Blessing, Gillott; nays: Flak, motion carried.

Drainage Improvements, alley on Latta St. between Main and Campbell Streets; review/approve. Motion by Flak, seconded by Newhouse to approve the drainage improvement project for Latta St on the alley; ayes: Johnson, Newhouse, Blessing, Gillott, Flak; motion carried.
Approve/discuss 2013-2014 Audit report. Motion by Blessing, seconded by Newhouse to approve the 2013- 2014 Audit report; ayes: Johnson, Newhouse, Blessing, Gillott, Flak; motion carried.
Ordinance #548 – Vacant Buildings. There was some discussion on the buildings in Murray this would apply to. Chairman Johnson introduced and read by title Ordinance #548 AN ORDINANCE AMEMDING CHAPTER 150, OF THE CODE OF ORDINANCES OF THE VILLAGE OF MURRAY, NEBRASKA; TO PROVIDE FOR THE REPEAL OF CONFLICTING ORDINANCES OR SECTIONS; AND TO PROVIDE FOR AN EFFECTIVE DATE. Motion by Flak, seconded by Newhouse to suspend the three required statutory readings of Ordinance #548; ayes: Johnson, Newhouse, Blessing, Gillott, Flak; motion carried. Motion by Newhouse, seconded by Gillott to adopt, post and publish in pamphlet form Ordinance #548; ayes: Johnson, Newhouse, Blessing, Gillott, Flak; motion carried.
